Using the Santa Clara HCP/NCCP, the Local Partners will request permits from participating wildlife agencies (California Department of Fish and Game, US Fish and Wildlife Service, and National Marine Fisheries Service) to cover “take” of federal or state listed species and species that are likely to become listed during the plan’s 50-year permit term. These permits will be issued for a list of projects or activities that have been identified by the Local Partners as reasonably certain to occur during the 50-year permit term. The species that will be listed on the permits include, but are not limited to, the California tiger salamander, California red-legged frog, western burrowing owl, and Bay checkerspot butterfly. The final list of species will be determined after compiling the information from biological studies and through coordination with species experts from the agencies and the scientific community.
The Santa Clara Valley HCP/NCCP will also designate “no-take” species. Impacts on these extremely vulnerable populations will not be authorized. In addition to authorizing permits for certain activities, the Plan will provide mechanisms for the long-term conservation and management of covered species.
